Latvia, country of northeastern Europe and the middle of the three Baltic states. Latvia, which was occupied and annexed by the U.S.S.R. in June 1940, declared its independence on August 21, 1991. The U.S.S.R. recognized its sovereignty on September 6, and United Nations membership followed shortly thereafter. Latvia was admitted to the North Atlantic Treaty Organization (NATO) and the European Union (EU) in 2004.

The climate is shaped by southwesterly Atlantic winds, with high humidity and frequent cloud cover—only 30–40 sunny days annually. Rainfall exceeds 20 inches (500 mm) in lowlands and 30 inches (760 mm) in uplands. The frost-free season lasts 125–155 days. Summers are cool and rainy (June avg. 17 °C), with occasional highs of 34 °C. Winters, from mid-December to mid-March, are cold (January avg. −2 °C to −7 °C), with rare drops to −40 °C.
